Government construction quality support that protects schedule, profit, and performance

QC plans, assessments, and CQM-C training from an SDVOSB led by a Professional Engineer and Class A General Contractor with decades of government work experience.

SDVOSB - Professional Engineer (VA) - Virginia Class A General Contractor (VA)

Building Constructive Solutions, LLC is a Service-Disabled Veteran Owned Small Business dedicated to helping owners and contractors deliver quality construction on government contracts. Services include Construction Quality Management for Contractors (CQM-C) certification training, Quality Control Assessments, Corporate or Project-Specific Quality Control Plans, and construction quality control team implementation training.

Founded in 2014 by Stuart Perritt, the company name embodies our mission: working with people to achieve successful outcomes. We bring decades of experience as a Civil Engineer Corps Officer managing government facilities and contracts, and decades of experience working as a general contractor on government contracts. As a Virginia Class A General Contractor and Professional Engineer, we focus on ethical delivery of consulting services on a fiduciary basis.

The challenge is getting the best advice and services when and where they are needed most. Proposed solutions are tailored to fit the situation. Smaller contractors often need help the most but may not know the risks or have resources to retain professional consultants. We bridge that gap by offering a no-risk initial consultation and flexible terms. We offer consulting by the hour or a fixed fee for a well-defined task.

Built for contractors working in high-accountability environments

Whether you are new to government work or managing multiple active projects, quality problems show up fast: rejected submittals, rework, schedule hits, and strained client confidence. We help teams put structure around quality so issues are prevented, detected earlier, and corrected with clarity.

  • Federal and military base contractors
  • General contractors and subcontractors new to government work
  • Teams struggling with submittals, rework, and QC plan approval
  • Rejected submittals are slowing momentum and causing schedule impacts.
  • Rework and repeat deficiencies are cutting into profit and productivity.
  • QC plan approval is stalling the start of work or triggering multiple resubmissions.
  • Inspection prep is inconsistent and documentation is not audit-ready.
  • Quality feels invisible until it becomes expensive.
